What are these "blood blisters" growing on my baby?

My baby has little red bubbles popping up all over his body. He's not covered with them but one pops up periodically and they are growing and becoming larger. The existing ones are not going away and I've asked my baby's doctor numerous times and she does not know nor does she seem concerned. They rise up above the skin similar to a blood blister but they do not look quit the same. They are bright red, appose to a blood blister being a darker shade. They are slowing getting larger and he is getting more and more as he ages. He is only 3 months old and already has 7 in different spots of his body (leg, shoulder, neck, ear, belly, private area, etc) They do not swell or look infected. The only thing I can compare it to is a very bright red mole. What is this and can they be removed? I have gotten another opinion and the doctor told me to simply keep an eye on them. I have yet to get an answer as to what they are and what is causing them and I am scared to death!
